Current communication technologies, such as satellites, the world wide web, mobile communication, digital multimedia have exerted their influences on people's daily lives, including consumer behavior and social identity. As ever-changing communication technologies influence media organizations and cultural and creative industries, the Department of Communication and Technology equips students with communication knowledge and media techniques in support of community communication, multicultural awareness, and the Hakka culture. To cultivate communication researchers and media professionals, the department maintains small classes of around 30 students in highly interactive teaching and learning contexts.

 The Department of Communication and Technology provides students with an innovative, interdisciplinary program that combines culture with theory and practice. In addition to the obligatory courses related to the Hakka Culture, students are required to take courses from one of the two concentrations: Communications studies and Digital Media. The Communications Studies concentration introduces students for a wide range of theory and knowledge of communications in preparation for scholarship in communication field. The Digital Media concentration introduces students for basic media production concepts, practical techniques, and hands-on training in preparation for employment in media business. Students are also encouraged to take courses from both concentrations for future leadership roles in academia and media industries. Courses are offered by the faculty from the Department of Communication and Technology as well as the faculty from the Institute of Communication Studies.

Visions

 The Department of Communication and Technology focuses on the cultural dimensions and their relations to mass communication. In Taiwan , the population of the Hakka people is about 4 million. Many large Hakka communities are distributed around Taoyuan, Miaoli and Hsinchu where National Chao Tung University resides. With ethnic issues and multicultural development draw international attention, the Hakka people's experiences in preserving their culture are very valuable. Mass media and communication play important roles in promoting and preserving the Hakka culture. Innovative technology also assists in spreading knowledge of the Hakka culture to the wider community. The curriculum integrates culture, ethnography, technology, and communication. Through the use of communication technology, the Hakka culture can be transferred to the new generations and the ethnic group can be closely connected to local communities.
